The premium above market is part of the bait. A real buyer pays market price. A buyer who offers more has a reason.
Who regulates crypto in the UAE
In Dubai, virtual asset service providers are licensed by the Virtual Assets Regulatory Authority (VARA), set up in 2022. The Dubai International Financial Centre and Abu Dhabi Global Market have their own financial regulators for firms inside those zones. A firm that offers to buy or sell USDT as a business in Dubai should hold the right licence, and VARA publishes a public register of licensed entities. An individual in a Telegram group is not on that register.

If you still meet in person
- Agree the price at market, never above or below.
- Meet in a busy public place with cameras, never a private room or car.

- Count and check notes before anything moves. Counterfeit notes have been part of these deals.

Reporting in the UAE
Dubai Police take reports of online and financial fraud through the eCrime platform and the Dubai Police app. In Abu Dhabi, the police run the Aman service for reporting crime confidentially. Report the Telegram group and the user to Telegram, and if a licensed firm was involved, to VARA. Keep the WhatsApp chat, the wallet addresses and any photos from the meeting.
